You may want to negotiate for the taxi to take you to Angeles (from Php 2,000 up) or Subic (from Php 3,000 up).
The cheap Charlie alternative is to take one of the buses from the airport's access road that run up E.D.S.A. (Manila's excellent but congested ring road) for P10 per section air-con.
Main bus terminals are at Pasay (nearest to the airport) where you will find Victory Liner, BLTB, and Five Star buses and Partas, Cubao (halfway up E.D.S.A. heading north) for, Victory Liner, Dominion, Dagupan and Partas, Monumento (north, near expressway) for Victory Liner, and D Jose for Philippine Rabbit - see list below map.
Between terminals there is a bus service (Php 20) available.
Fly the Bus has regular departures from Swagman Hotel, Manila.
A new service operates out of the Southern Star Hotel, Ermita to the Orchid and Brass Knob Hotels departs 15.30.
Public transport - Philippine Rabbit have hourly departures from their Avenida Terminal, just by the D. Jose LRT Station.. that will drop off at the end of Fields Avenue. Victory Liner (for Dau Bus Station) Dagupan services from their Pasay (Makati) and Cubao (MRT Cubao Station). Plus several other bus lines (Five Star, Partas, Dagupan, etc.) going north, but check with the conductor first that they will stop at Dau, or you could be walking from the toll booths!
Jeepneys from Dau are P10 to Fields Ave, or Tricycle to your hotel for P50 - 70.
The best access is thru the resort of your choice, which is served by Subic Seaplane from Manila and Subic . Kalibo Airport is over an hour jeepney or bus ride from Caticlan.
(for Coron), & Palawan are also serviced by Subic Seaplane from Manila and Subic.
Bauang, La Union
TPLEx section to Urdaneta is now open cutting driving time, with the final section to Rosario due to open next December (2015), giving dual carriage highway from Manila and Subic/Angeles.
From Manila and Dau
Partas (who have a new fleet of European buses), Dominion (who stop once between Dau and San Fernando), & Philippine Rabbit (dirty & long stop at Tarlac) have terminals in San Fernando, L.U. All run from Manila via Dau. Buses headed for Laoag will drop you off at your chosen resort (for Sunset Bay exit after the Pagdalagan Bridge).
From Angeles City
ELC Trans Service offers pick up at any La Union or Angeles hotel around 8:30 am.
Fare P850 each way (approx. US$18).

The good news is that the Si-Kat service is back!
Si-Kat Bus & Ferry Service have daily 8:30 am (sharp) from the CityState Tower Hotel, A Mabini Corner Padre Faura Streets, Ermita, Manila.
By far the quickest, and most spectacular way to arrive is by the Subic Seaplane http://www.seaplane-philippines.com/ who fly there from Manila Bay and their Subic base.

JAM and DBLT (formerly BLTB) buses depart regularly from Cubao & Pasay to Batangas Pier for scheduled ferry services.
Victory Liner buses have hourly departures to Olongapo from their Pasay (Makati) and Monumento (LRT Monumento) Terminals.
The Subic Seaplane offer charter flights to and from the beach from their terminal in Luneta Park near the US Embassy.
From Angeles City
Public Transport - From Dau Bus Terminal there is now a SCTEX Victory Liner and or Genesis bus approx every hour to their terminals in Olongapo.
Jeepneys to Barrio Barretto (P4.50) & Subic, and the Main Gate, leave from the Victory Liner terminal by Ulo ng Apo circle. An efficient internal bus service operates within the former base.
Jeepneys from Barrio Barretto to Subic cost P10 - a trike is around P100.
PUV Van Service from Dau Terminal
There is now a PUV Terminal for several towns, including Olongapo. Fare Php130. The 16 seater vans depart when full to Apo Circle.
Dedicated daily services
The Subic Bay Express run a daily service to/from Angeles departing 10 am from Bo Barretto/Baloy Beach, and 1pm from Southern Star & Sunset Gardens Hotels Balibago, and also service Iba on request.
Fly the Bus service operates out of the Swagman Resort, Angeles City.
A service operated by Southern Cross Hotel in Ermita, Manila runs from Orchid Inn & Brass Knob Hotel in Angeles leaving 08.45 to the Wild Orchid Resort on Baloy Beach.
